ANPG of Angola publishes fiscal terms and bid rules

The National Agency for Petroleum, Natural Gas and Biofuels of Angola (ANPG) has announced the terms of reference, bidding rules and qualification criteria of its 2019 bid round, starting the countdown to a 12 November 2019 deadline for operators and interested parties wishing to bid on the 10 frontier blocks located in the Namibe and Benguela Basins.

The announcement follows a series of promotional presentations in Luanda, Houston, London and Dubai held last month, which drew more than 500 industry representatives. Global business information provider IHS Markit hosted the 2019 Bidding Round Roadshows for ANPG, and has hosted previous ones in 2005, and 2007-2008, which led to the largest signing bonuses on record for individual blocks.

The nine blocks on offer in the Namibe Basin include—11, 12, 13, 27, 28, 29, 41, 42 and 43. The single block on offer in the Benguela Basin is block 10. All are considered frontier and currently have no hydrocarbon production.

According to ANPG, all bids must be submitted by 5:30 p.m. Luanda time (GMT+1), 12 November 2019, in a sealed envelope. All proposals received after 12 November 2019 will be deemed null and void.

Companies must deliver all bids directly to the office of the Director of Negotiation, Edificio Torres do Carmo-Torre 2, 5th Floor, Rua Lopes de Lima, Municipio de Luanda, Luanda- Republica de Angola; Tel. 226 428 577. All bids will be opened in a public session on 13 November 2019 at a time and location to be announced in due course.

The ANPG Bid Announcement for the Award of Petroleum Concessions includes:

  • Bidding rules and procedures;
  • Requirements for a non-operator associate of the national concessionaire;
  • Requirements for an operator associate of the national concessionaire;
  • HSE requirements;
  • Terms of reference for the offered blocks; and
