ConocoPhillips outlines 126-well Willow plan in AOGCC filing
ConocoPhillips Alaska, operator and 100% working interest owner of the Willow field, applied to the Alaska Oil and Gas Conservation Commission (AOGCC) for pool rules and an area injection order covering the proposed Willow oil pool in the Bear Tooth unit of the National Petroleum Reserve-Alaska (NPR-A).
ConocoPhillips outlined plans to develop the Willow oil pool from three drill sites, Bear Tooth 1, 2 and 3, with initial drilling beginning in 2027 and continuing through 2028 for a total of 126 wells. The company plans to pre-drill 32 wells in 2027 from BT1 and BT3, followed by another 32 wells in 2028 to support startup of the Willow Central Facility, which is currently under construction.
ConocoPhillips said commissioning and startup of the central facility is expected in the fourth quarter of 2028, with first oil targeted for early 2029. AOGCC has tentatively scheduled a public hearing on the applications for 4 November 2026 in Anchorage.
